Negotiations
Negotiations between Timor Leste (formerly East Timor) and Germany on 29 November in Berlin provided the occasion for a meeting between German Development Minister Heidemarie-Wieczorek Zeul and Timor Leste's Nobel Prize-winning Foreign Minister José Ramos-Horta. Prior to that meeting, Ramos-Horta took part in the InWEnt policy dialogue "Public Bads – Economic Dimensions of Conflict" and met with Wilhelm Schirmer, head of InWEnt's Administrative Policy/Security Policy unit. Areas in which Ramos-Horta said his government could well imagine cooperating with InWEnt are good governance, administrative construction and improvement of Timor Leste's capacity for international cooperation.
