Changing power relations in our globaling world call into question the established structures of multilateral decision-making. Mainly two factors are causing a growing governance gap in international affairs. As emerging powers are becoming more influential, the seven or eight leading industrial countries (G7/8), correspondingly, are losing significance. And as before, the United Nations do not provide effective mechanisms for policy coordination and collective action in economic and social affairs.
In order to enhance effectiveness and legitimacy of global governance, Fues and Cooper propose a two-track strategy. First, the UNs Economic and Social Council should be reformed in a way allowing it to function as an effective platform for global advocacy and coordination on economic and development issues. Second, the present G20 of Finance Ministers and Central Bankers should be elevated to the level of heads of state and government to become a Leaders 20 Summit or L20. (orb)
