Out of work – the International Labor Organisation (ILO) says about 180 million people around the world now share this misfortune. According to the ILO report 'Global Employment Trends', presented end-January, the number of unemployed has risen by 12 per cent since 2000. Hardest hit is Latin America, where the jobless rates have increased to almost 10 per cent. The ILO says that if the UN Millennium Summit's goal of halving the number of poor by 2015 is to be achieved, one billion jobs must be created worldwide. This will be possible only if the countries return to an active fiscal policy, despite strained budgets, and the industrialised nations open their markets to exports from the developing countries.
