German development budget expected to rise in 2006

The grand coalition wants to significantly increase the budget of the German Development Ministry (BMZ) this year compared with the 2005 budget. According to the budget draft presented at the end of February, the ministry will receive around € 4.16 billion – 7.8% more than in 2005 and € 120 million more than the previous red-green coalition had earmarked for 2006. According to Development Minister Heidemarie Wieczorek-Zeul, the Federal Government will achieve its goal of increasing the share of official development assistance (ODA) of gross domestic product to 0.33% this year.

The ODA calculation includes not only the BMZ funds but also debt relief and development spending by other ministries as well as the German states. In recent years, the ratio of the BMZ budget to the total German ODA was around 60% on average. According to calculations by the OECD Development Assistance Committee, Germany would have to spend around €7.76 billion to achieve an ODA quota of 0.33%.
