ODA-relevant security measures expanded

At a meeting in March, the development ministers of the OECD countries agreed to recognise three further tasks as official development aid (ODA) in the intersecting field with security issues. These tasks include
– support for civil state institutions involved in security system reforms;
– encouraging civil peace-building, conflict prevention and conflict resolution measures; and
– assistance in the fight against the proliferation of small arms (for example, by drafting laws).
According to statements by an observer, the greatest point of contention was to what extent cooperation with military actors should be allowed. In this respect, the ministers agreed on a few compromises, some of which hardly seem viable. For example, only military actors from donor countries should be allowed to become involved in measures against small arms, but not those from the partner countries. Last year the donors had already expanded the catalogue of valid development assistance by three security-related tasks (see D+C 2004:6, pg. 224). (ell)
