data on governance

A new World Bank study presents up-to-date information on the quality of governance in 209 countries and territories. The World Bank researchers collected data on 352 variables altogether, and used them as a basis for six indicators. The indicators measure the human rights situation in a country (Voice and Accountability), the quality of the administration (Government Effectiveness), the degree of economic freedom (Regulatory Burden), the legal situation (Rule of Law) and the extent of corruption (Control of Corruption). The research, which, like Transparency International’s Corruption Perceptions Index, is based on subjective perceptions and covers the period from 1996 to 2004. The paper claims that during this time, governance throughout the world neither significantly improved nor worsened. From the authors’ point of view, this means the donors should rethink some of their development concepts in the area of governance. Broad approaches which are geared towards the political structures in a country are required, not just isolated reforms such as setting up a government agency against corruption. (ell)
