German Development Budget 2005

The German Development Ministry’s budget stagnates. In the draft of the German federal budget 2005, presented by the government in mid-June, 3,783 billion euros are allocated to the Development Ministry (BMZ) next year. This is exactly the amount approved by parliament for this year. However, the Ministries of Finance and Development consider this an increase of one percent, because the current year’s budget includes 39 million euros that was not available to them because the Development Ministry had to contribute it to the general reduction of expenditure in the 2004 budget. Of course the departments also have to reckon with a general reduction of expenditure next year, which will be shared between them.

While the German Development Ministry expressed its satisfaction overall, the Association of German Development NGOs (VENRO) was disappointed. Peter Weiss, a CDU/CSU opposition member of the Bundestag, accused the government of deceiving the public by calculating a budget increase for the Development Ministry. (ell)
