UN budget released
At the beginning of July, the UN General Assembly approved the budget of the world body for the 2006/2007 period, thus lifting the spending cap that had been imposed in December 2005. Back then, under pressure from the USA, the General Assembly had released only a quarter of the budget for 2006/2007 and made further payments conditional on progress in the reform of the UN (see D+C/E+Z 1/2006, p. 5, and 6/2006, p. 227). In June, UN controller Warren Sach warned UN members that the organisation would be insolvent by mid-July, if the cap was not dropped. To the very end, the USA, Australia and Japan stayed opposed the release of funds, but they did not put it to a formal vote. A few days after the budget decision, the General Assembly approved several secondary proposals from Secretary General Kofi Annans reform plan, but postponed dealing with the crucial issues until autumn.
