German government assesses crisis-prevention policy

Overall, the German government is satisfied with the implementation of its action plan “Civil Crisis Prevention, Conflict Resolution and Peace Consolidation”. The plan was adopted in May 2004; it spells out how to take care of disputes internationally before they escalate into violent conflicts. The government’s first progress report is favourable, stating that the plan had an excellent impact. Strong points are said to be a new sense of cross-ministerial cooperation along with a strong commitment of all ministries involved to focus on crisis prevention. However, the progress report also states that public perception of crisis prevention policies needed to be improved; one crucial issue would be to design a communications strategy by the time the next progress report is presented.
