Where should development cooperation start from? German development policy has changed significantly with the accession of the red-green coalition: away from the much-criticised orientation towards individual projects and now focusing on changes to the international development frameworks. The anthology edited by Markus Kaiser follows this new global structural policy approach. Using plenty of examples (policy consultation, promotion of democracy, environmental projects, etc.) it discusses development cooperation as an area in which new knowledge is produced and communicated. Within the context of a globalised society the authors of the 14 contributions view development as a reflective communication process. In the wake of this process, new ground must be broken to bring global and local knowledge together in a productive relationship. This is all the more necessary as the belief in an ideal way has disintegrated. (orb)
