The United Nations is chronically underfinanced. It is supposed to put out fires all round the globe but has no more money at its disposal than New York's fire service and police force. And that is not enough, as this handbook edited by Sabine von Schorlemer shows. Running to nearly 800 pages, it describes tasks and challenges for the United Nations on the threshold of the 21st century not in the manner of a reference work but in a collection of essays, each with a different focus and professional framework. What the essays all have in common is a belief that the world would be a worse place today without the United Nations and that it will not change for the better unless the world organisation is adequately equipped for its tasks.
