Report on the reality of development aid

German Agro Action and terre des hommes are appealing to Germany’s new government to appreciate the high relevance of development issues. The government is called on to meet its development obligations in the context of EU and UN commitments in 2005. These demands are included in the 13th report on the “Reality of development aid”, which the two aid organisations presented in November. However, the report expresses doubt that the government will adhere to the EU timetable for reaching a 0.51 % share of GDP for official development assistance by 2010. In order to do so, German aid would have to be doubled from the current ¤6 billion annually to over ¤12 billion by 2010. Furthermore, the report criticises priority setting in the past year, which saw spending on basic social services decrease yet again. According to the two NGOs, achieving the Millennium Goals is obviously not given top priority in German development cooperation. Heidemarie Wieczorek-Zeul, Germany’s Development Minister, said that she considers the independent assessment of the nation’s development cooperation to be “extremely important”. She sees the plea for strengthening her department financially as support for her work and for development efforts in general. (ell)
