Good Governance in Africa – a Parliamentarians' Forum on Realistic Policies in North and South

Specialist Information Programme: The Remit of the Federal Audit Office (Bundesrechnungshof) and the Parliamentary Audit Committee (Rechnungsprüfungsausschuss) Lukas EllesHead of DivisionMember of the Federal Audit OfficeThe Federal Audit Office (Bundesrechnungshof) examines the Federation's financial management, including its separate property funds and federal undertakings; the Federal Audit Office carries out sample audits of revenue and expenditure totalling over 500 billion Euro annually. On the basis of its audit experience, the Federal Audit Office offers recommendations and advice to the audited bodies, the lower and upper parliamentary chambers and the Federal Government. The consultative role includes making concrete recommendations for improvements in quality, or potential savings and increased revenue.

The German Parliamentary Audit Committee (Rechnungsprüfungsausschuss) scrutinises the execution of expenditure, examines the Federation's budgetary and financial management and, using information supplied by the Federal Audit Office, prepares the Federal Government's budgetary ratification by the plenary session of the German Bundestag.

  1. What institutional basis is needed for North and South Parliaments to effectively monitor the application of public monies against given guidelines?

Round Table in the BMZ's Marie-Schlei-Saal, Berlin: Current Issues in German Development Cooperation with Africa

The aim of the Round Table discussion in the BMZ is to provide an informal policy platform without the pressure of immediate decision-making and free from the constraints of protocol. The potential offered by the participants' knowledge and experience is intended to serve as a basis for supporting German development cooperation initiatives with Africa. This forum is designed to provide an opportunity for an open and direct exchange of views on the core statements in the new BMZ concept on development cooperation with Africa. Moreover, the BMZ hopes to be advised on the kind of development policy appropriate in the case of the so-called "difficult partner" countries.
