Forum European Union – Latin America and the Caribbean
In 1999, the heads of the European Union, Latin America and the Caribbean met for their first time in Rio de Janeiro, Brasil. Since then, these bi-regional summits have been held every two years. In the years between, the EU-LAC Fora have become an important part of the bilateral dialogue.
The EU-LAC Fora are considered high-level preparatory reunions, exploring the potential of certain topics within the dialogue process, linking them to the political agenda. Their general goal is it to strengthen the economical, political, cultural and scientific cooperation between the two regions.
The summits and the contemporary political agenda define the focus of the EU-LAC Fora. The Forum in Buenos Aires, held on 28 and 29 October 2009, concentrated on Corporate Social Responsibility (CSR). This topic was mentioned for the first time at the Lima Summit in 2008 and will now be carried into the Madrid Summit 2010. This continuance ensures the anchoring of CSR within the bi-regional agenda.
The EU-LAC Fora are held by proposal of EU or/and LAC-governments and agreed on Senior Officials Meetings of both communities. Their composition varies, as well as the choice of location. What they do have in common is the presence of high-ranking government representatives. Thus, they differ from other fora composed by mainly experts and this gives their output growing political influence.
