Promotion of Democracy / Administrative Reforms
The Division Promotion of Democracy / Administrative Reforms supports the development of efficient and democratic administrative structures in the partner countries that are as closely attuned as possible to the needs of their citizens.
We are guided in so doing by the principle of subsidiarity, which is why promoting decentralisation processes and developing local and regional administrative facilities are focal areas of our work.

Administrative reforms take place in complex political processes. We take a multi-level approach to supporting the reform process and agree with the partner organisations in situ on dialogue and training projects lasting a number of years and using a target-orientated combination of typical InWEnt instruments.
These include dialogue measures for decision-makers, practical training courses, consultancy in organisational development, and the development of teaching and learning materials, as well as e-learning elements.
In order to guarantee that our measures have sustainable results, we set great store by parallel monitoring and regular evaluation.
The Division’s activities concentrate on transition countries in South-Eastern Europe, as well as the regions of Asia, sub-Saharan Africa and Latin America.
Our main commissioning bodies and cooperation partners
The Division’s main commissioning body is the Federal Ministry for Economic Cooperation and Development, but we are also increasingly involved in calls for tender by the EU. A first PPP project is currently being successfully implemented.
Important cooperation partners in the partner countries are local umbrella organisations, ministries and further-training facilities for the public service.
Our Division has eight members of staff. We are located in Bonn.
