In the recent years, the unemployment rate in Jordan has significantly increased. Young people are particularly affected, with more than one third of the country´s youth being without work. Many young people work in the informal sector and are not able to generate sufficient income to pursue a decent living. Economic participation of young women is by far the lowest in the region. 

At the same time, Jordanian companies complain about a lack of qualified skilled workers in the Jordanian labour market. Technical vocational education and training (TVET) and apprenticeships are undervalued by parents and students as a viable path to enter into employment, and an academic education gained through university is preferred by most. For instance, more than 80 per cent of school graduates in Jordan choose academic education over vocational. Another reason is that vocational training as well as higher education institutions in Jordan often focus rather on theory than practice and are therefore not geared towards the needs of businesses. On top of that, the private sector has not yet been systematically involved in developing and implementing vocational education programmes.

The Jordanian government addresses the above mentioned challenges in its “National Strategy for Human Resource Development 2016-2025”and has asked Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH for assistance in improving the quality of vocational training and higher education in Jordan.


Vocational training and higher education increasingly meet the needs of the Jordanian labour market.


The project follows the assumption that a labour market oriented education system can be established only if all relevant actors work closely together. Therefore, GIZ supports the Jordanian Ministry of Labour in strengthening partnerships between the education sector and the private sector. In order to achieve visible outcomes, the project focuses on the two prosperous sectors: information and communications technologies (ICT) as well as logistics. Dialogue platforms to discuss challenges in the field of vocational training and higher education with regards to the two above mentioned sectors have to be established and supported. Furthermore, technical expertise is provided on various topics including strategies for enhancing the image and reputation of the TVET sector as well as the permeability between TVET and higher education by implementing the National Qualification Framework.

The German-Jordanian University (GJU) is an important project partner. GIZ assists the GJU in establishing dual studies in the faculties of ICT and logistics. Information on Germany´s best practices in combining practical and theoretical elements, attracting partner companies and training teachers as well as instructors are shared. Based on the experiences gained through the GJU, the project will disseminate the idea to other universities throughout Jordan.

Moreover, GIZ supports the Ministry of Labour in developing and publishing a concept for Centres of Excellence (CoE). These are entities that provide best practices and vocational training according to labour market needs. Here different vocational training centres with specialisation in logistics and ICT will be selected to be transformed into so called Centres of Excellence.

Acknowledging the efforts of the GIZ project, two co-financing agreements with external donors were signed: The Korea International Cooperation Agency (KOICA) dedicates funds to establish a specialised industrial school in Zarqa. The Kuwait Fund for the Advancement of Sciences (KFAS) extends the project’s vocational training in the ICT sector to Syrian refugees.


The following results have already been achieved:

  • Various dialogue platforms between the education sector and businesses, so-called National Sector Skills Councils, have been established.
  • Curricula and training plans for on the job training in companies have been developed for the faculty logistics at GJU. 
  • The first dual studies programme starts in June 2019 with 10 training positions in 11 partner companies.
  • The first draft of TVET National Communication Strategy was finalised
  • New cooperation agreements with HTU, Princess Sumaia University and Al Balqa Applied University for Dual Studies.
